China and U.S. Agree on "3bn-for-3bn" Tariff-Cut Framework; Appliances, Toys, Kitchen & Bath Included

Sep 29, 2026 · 新华社 / 商务部 · MFGASK
On Sep 28, China's Ministry of Commerce said China and the U.S. agreed on a reciprocal tariff-cut framework covering about US$30 billion of goods each, with over 90% of listed products set to lose additional duties and return to MFN rates. U.S. cuts cover toys, home appliances, baby products, kitchen & bath goods and holiday gifts. Implementation awaits each side's domestic procedures.

On Sep 28, China's Ministry of Commerce released details of the China-U.S. Trade Council and the "30-billion-for-30-billion" reciprocal tariff-cut framework. According to Xinhua, the two sides held the eighth round of economic and trade talks in New York and Washington on Sep 20–23, reaching consensus on the framework document and product lists.

The two sides agreed to reciprocally lower tariffs on about US$30 billion of imports each (based on 2024 bilateral trade), subject to their respective domestic laws and procedures. Over 90% of the listed products will be exempt from all additional duties imposed on each other and will receive most-favored-nation (MFN) tariff treatment.

On the U.S. list: toys, home appliances, baby products, kitchen and bath goods, and holiday gifts—roughly US$30 billion of imports from China. On China's list: agricultural products, personal-care goods, medical devices and coal. The cuts will be implemented in sync after each side completes its domestic procedures.

Companies should note that this is a framework consensus; the final lists and effective dates still await official announcements. For the platform's appliance, kitchen & bath and toy exporters, this is a notable positive signal: some consumer goods to the U.S. previously carried extra duties of 7.5%–25%. Businesses should verify whether their products are covered, align pricing and inventory with buyers, and continue diversifying markets to avoid single-market exposure.
