How should I determine the required speed of an automatic packaging machine?

Machine speed should not be selected by looking only at the supplier’s maximum rated speed. First define the product size, required packs per minute, packaging method, and the cycle time of upstream and downstream equipment. If product feeding is unstable, a machine with a high theoretical speed may still deliver much lower line output. Ask the supplier to run your actual product and packaging material continuously, and confirm the theoretical speed, stable operating speed, and final acceptance speed separately. This gives a more realistic basis for comparing machines.
